Apple has posted a transition guide for MobileMe users to help them understand how transition from MobileMe to iCloud will be like. In the FAQ section of the guide it has been indicated that users will be able to access their mail, contacts, calender and Find My iPhone using the web apps. Users will be able to access mentioned iCloud services at iCloud.com.
Will I be able to access iCloud services on the web?
Yes. Web access to iCloud Mail, Contacts, Calendar, and Find My iPhone will be available at icloud.com this fall.
There has been a debate going on in the tech world about whether Apple will allow users to access their iCloud stuff using the web apps or users will only be able to access the services using their iOS devices and Macs.

This transition guide also confirms that some MobileMe services like iWeb publishing, Gallery, and iDisk will not be a part of the new iCloud service. All existing MobileMe services including the one’s mentioned above will continue to be available through June 30, 2012. The syncing of keychains, Dock items, Mac Dashboard widgets, and System Preferences will become unavailable if a user decides to transfer his/her existing MobileMe account to iCloud before June 30, 2012.
